German experts conducted the final series of trainings on energy efficient management of municipal buildings in eastern Ukraine

With the support of the project “Development of social infrastructure due to the increased number of IDPs” implemented on behalf of the German Government by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, from September 26 till October 1, 2016 the final series of trainings on energy efficient management of municipal buildings (Facility Management) was held in the cities of Kharkiv and Izium.

On the eve of the heating season, representatives of the local authorities and employees of the housing and municipal economy sector in Ukrainian municipalities continue to study the basics of facility management. Municipal communities of the towns and cities keep looking for new opportunities to save energy resources and reduce energy consumption in public buildings with a clear understanding that the human factor plays a crucial role on the way to improving energy efficiency. This is particularly of vital importance for the municipalities in eastern Ukraine, where the number of internally displaced persons dramatically increased in recent years.

The trainings were attended by economic executives in charge of engineering and management issues of municipal departments for education, managers and economic executives of kindergartens, schools, sports schools, hospitals and other budgetary institutions of Kharkov, Izium and other cities and towns of Kharkiv region, and the city of Sievierodonetsk. In general, over 50 people from 13 cities and towns took part in the trainings. Participants were trained by two experts from Germany – Mr. Gregor Broemling and Mr. Reiner Moll, as well as two Ukrainian experts – Mr. Andriy Udovyk and Mr. Vitaly Chuba.

In particular, the training participants strengthened their knowledge in effective building operation and non-investment energy-saving measures in public buildings, and also willingly shared their experience of operational maintenance and energy efficient management of municipal buildings. Upon the completion of trainings, the participants received special certificates allowing them to conduct similar trainings by themselves in order to disseminate the obtained knowledge and skills amongst other municipal employees.

In the framework of the training, a study visit to the School № 5 of Izium was organised. The German experts inspected the building and provided recommendations on how to ensure optimal quality of insulation works at the educational establishment. Valuable hints based on the experience of German colleagues will be useful also for many other institutions of public sector in the region, where the energy efficient measures are planned to be implemented under the project “Development of social infrastructure due to the increased number of IDPs”. Properly organized facility management is the key to future energy efficient operation of these buildings.
