Consortium–example of cross-regional cooperation having brought together the city of Chernivtsi – administrative centre of  Chernivtsi oblast, Kamyanets-Podilskyi (Khmelnytskyi oblast) and Kolomyya (Ivano-Frankivsk oblast). These three municipalities are united by common idea of building an effective management mechanism in energy consumption area.On the other hand, they have a different experience of building energy management system: Kamyanets-Podilskyi as one of the first Ukrainian Covenant of Mayors signatories has already an approved the Sustainable Energy Action Plan (SEAP) and proceeded to the stage of implementation.

In Chernivtsi they have an efficiently working energy monitoring system for public buildings. After joining the Covenant of Mayors in 2014, the city also began to develop a SEAP. This process started in Coloma as well.

The other priorities of the consortium are:

• raising funds from international financial institutions for the implementation ofenergy efficiency projects,
• conducting educational campaigns.

Achieved so far:

• All three cities have developed project proposals and business plans for a NEFCO-loan for energy-efficient street lighting projects.
• Since August 2014 an education school project on energy saving has been running in Chernivtsi with involvement of teachers and students to development of a “school energy management.”
• Within German weeks a series of information events on energy efficiency took place in Chernivtsi.
