Context

Security of energy supply is of major concern for the Ukrainian population. Increasing of energy efficiency at the local level is essential for energy security and an economic use of energy. Municipalities are best suited to take the lead in improving local energy efficiency if they have the necessary institutional structures, qualified staff and appropriate energy management systems available.
